§ 70.154 ANIMALS RIDDEN OR DRIVEN ON STREETS; HUMAN-POWERED VEHICLES.
   No person shall drive or ride an animal or operate a vehicle propelled by human power at such a speed or under such conditions that the animal or vehicle shall not at all times be under full control and capable of being brought to a full stop if circumstances require. In making a turn or crossing an intersection, no such animal shall be ridden or driven and no such vehicle shall be propelled at a speed in excess of five miles per hour.
