(A) Any person who shall park or permit the vehicle under his control to be parked in a parking zone for a period longer than the permitted time shall be subject to the fines as established from time to time.
(B) The fines hereby imposed shall be paid personally or by mail within a period of 72 hours after the owner or operator of the parked vehicle has been notified of the over-parking by parking tickets placed on the vehicle by a member of the Police Department.
