No person shall camp, camp out, sleep, lodge, or take up residence in any camper, van, bus, or other motor vehicle on the public streets or in any park or public place; provided, however, a special event permit issued by the town may authorize such activity so long as the activity shall not constitute a nuisance and adequate measures shall be taken to ensure the safety of campers, preserve the cleanliness of the immediate and surrounding areas, and minimize adverse impacts on the community.
