§ 113.04 DEVELOPMENT STANDARDS.
   The following development standards shall be considered minimum standards:
   (A)   Location. Junkyards shall be permitted to be located no closer than 1,000 feet from the nearest edge of the right-of-way of any state or federal system highway. Junkyards shall be permitted to be located no closer than 1,000 feet from the nearest edge of the right-of-way of any county, private, or other road. Junkyards must be located or screened so as not to be visible from the main traveled way. Junkyards shall be permitted to be located no closer than 1,000 feet from the nearest residence.
   (B)   Size. Junkyards and open storage areas shall be limited as to size to a maximum of ten acres.
   (C)   Screening.
      (1)   Junkyards and open storage areas which are visible from the main traveled way must be blocked from public view. This shall be made possible by enclosing all such junkyards with a continuous visual screen provided and maintained by the owner of such property along the property line. The screen shall be a wall or fence or a combination of fence and shrubbery at least eight feet in height. A non-seasonal coniferous wall may be planted and maintained, if at maturity these trees will form a barrier which would be defined as static. However, where topography is such that the required screen will not achieve the stated purposes of this section, then a screening plan shall be prepared and submitted to the town.
      (2)   Sanitary landfills as described herein need not be screened to satisfy requirements of Title 23, S.C. Code, but landscaping should be required when the fill has been completed and operations have ceased, unless the landfill area is to be used for immediate development purposes. A sanitary landfill, for the purposes of this chapter is a method of disposing of refuse on land without creating a nuisance or hazards to public health or safety by utilizing the principles of engineering to confine the refuse to the smallest practical area, to reduce it to the smallest practical volume, and to cover it with a layer of earth at the conclusion of each day’s operation or at such more frequent intervals as may be necessary.
      (3)   Materials stored or kept in the open shall not be permanently stacked higher than the required screen. Storage between the screen and the main traveled way is expressly prohibited.
   (D)   Performance standards. No material shall be placed in any junkyard or open storage area in such a manner that it is capable of being transferred out by wind, water, or other means. This includes all paper, rags, cloth, or related fibers, and activities involving the same, other than when loading and unloading.
   (E)   Access ways. The number of vehicular access driveways permitted to a single junkyard or open storage area shall be limited to one per street, except where the frontage on any one street exceeds 200 feet; the number of access driveways may then be increased to two, provided that such driveways are no closer than 150 feet apart. Driveways shall be limited to twenty-five feet in width.
