(A) The provisions of this chapter shall not apply to or affect the following:
(1) Persons selling goods pursuant to an order or process of a court of competent jurisdiction.
(2) Persons acting in accordance with their powers and duties as public officials.
(3) Any sale conducted by any merchant or other business establishment or by their distributors, suppliers, or manufacturing agents from, or at, a place of business that holds a current business license.
(B) This provision is not to be construed to allow the merchants or other business establishments conducting such sales to block or hinder any public sidewalk, street, or other public by-way during the conduct of such sales.
