There is established the office of Ministerial Recorder. Ministerial recorders shall be elected from time to time by Council, and shall serve at its pleasure or until the office is vacated when employment with the municipality is terminated. Ministerial recorders shall perform the powers provided by law, and shall be subject to the supervision of the Municipal Judge. Ministerial recorders shall not be law enforcement officers.
