Authorized town personnel are vested with the power and are charged with the duties of administering the provisions of this chapter and are hereby given authority to enter upon private property for the purpose of enforcing the provisions as stated in this chapter. It shall be unlawful for any person to interfere with, hinder or refuse to allow any public official to enter upon private property for the purpose of enforcing this chapter.
