All abandoned and junk motor vehicles shall be subject to removal from public or private property and disposed of in accordance with the provisions of this chapter; except that all abandoned vehicles left on any right-of-way of a road, street or highway shall be disposed of as provided for by sate law, under the supervision of code enforcement.
