It shall be unlawful for any person, at any time, to burn leaves, garbage, waste or any other substance, within the town limits of the town (with the following exceptions):
(A) Fires may be used for the cooking of food, provided no smoke violation or other nuisance is created.
(B) Small open fires may be set for recreational purposes, such as in fire pits, barbecue pits, or grills, provided no violation or nuisance is created.
