§ 51.11 SOLID WASTE CONTAINERS.
   (A)   Every person producing or having solid waste collected by the town shall keep on the premises or property occupied or used by him roll-out containers or bulk containers as specified herein. Bulk containers or roll-out containers must be located so as to be accessible to town employees using normal collection methods and must be sufficient to handle the accumulations of solid wastes on the premises or property in the interval between collections by the town.
   (B)   Residential solid waste shall be collected at least one day per week. Roll-out containers are to be placed at curbside no later than 7:30 a.m. on the day of collection. Special exceptions to this requirement may be granted to elderly or handicapped customers on application to and approval by the town. In these cases the town will place a yellow "H" on the container so that the town's sanitation crew can easily identify residences of handicapped individuals. Collection will be suspended at any locations at which a roll-out container is damaged to such an extent as to interfere with usual collection methods.
   (C)   Residential occupancies which consecutively generate solid waste in excess of one roll-out container per week, shall be required to lease an additional roll-out container and pay an additional sanitation fee each month.
   (D)   Roll-out containers shall be promptly removed and stored as close to the principal structure as possible and out of general curbside, sidewalk or collection area by 9:00 p.m. on the day of collection.
   (E)   Residential and commercial establishments shall be responsible for periodic cleaning of roll-out or bulk containers and shall promptly pick-up and remove any waste spilled or dropped from the containers during collection.
   (F)   Commercial establishments or multi-family units may utilize up to two roll-out containers. If the two roll-out containers are not of sufficient capacity, a bulk container will be required.
   (G)   The town shall not be responsible for the removal of refuse from any multi-family, retail, commercial, institutional or industrial establishment which fails to have a bulk container when required herein.
   (H)   It shall be unlawful to burn in any roll-out container or bulk container.
