§ 51.10 COLLECTION BY TOWN.
   (A)   All refuse, rubbish, yard waste and garbage in the town shall be collected, conveyed and disposed of by the town unless excepted by subsequent sections. This section shall not prohibit the actual producers of solid waste or the owners of premises upon which refuse has been accumulated from personally collecting, conveying and disposing of the same wastes. Such producers or owners shall still be responsible for adherence to other provisions of this chapter.
   (B)   This chapter shall not prohibit collectors of solid waste outside the town from hauling or conveying solid wastes over town streets, provided the collectors comply with the provisions of this chapter and any other governing laws or ordinances.
   (C)   Retail, commercial, institutional and industrial units may utilize up to two rollout containers per business and pay a sanitation fee per roll out container. The town will pick up roll-out containers from businesses two times per week. The rate for commercial sanitation shall be established from time to time by Town Council. Bulk containers will be required by the town if two roll-out containers are insufficient.
   (D)   No residential or commercial service will be provided after two months of delinquency.
