Intent. The bicycle parking requirements established in this section are intended to encourage the use of bicycles as a means of transportation in the city. By encouraging the use of bicycles, the public health, safety and welfare will be furthered through improved air quality, reduced energy consumption, and more efficient use of vehicular parking facilities. Bicycle parking facilities shall be installed and maintained by the property owner and are subject to the following provisions:
(A) Location. All bicycle parking facilities provided to satisfy the requirements of this section shall be located on the same lot or building site as the uses they serve. Bicycle parking shall be distributed evenly throughout the site and located as close as is practical to the entrance the parking is intended to serve, as determined by staff. Bicycle parking shall be situated so as not to obstruct the flow of pedestrians using the building entrance or sidewalk.
(B) Design.
(1) All bicycle parking facilities shall be permanently fixed.
(2) Covered bicycle parking facilities shall be encouraged where feasible.
(C) Amount required.
(1) Nonresidential: Bicycle parking shall be provided at one space per 10,000 square feet of commercial area up to 20 spaces.
(2) Multi-family: Bicycle parking shall be provided at one space per five units of up to 20 spaces. A minimum of two spaces shall be provided.
(D) Exemption. When determined by Planning and Economic Development Director that the proposed development is not conducive to bicycle parking, the Planning and Economic Development Director may grant an exemption from the provision of this division.
(E) Fractional measurements. When units or measurements determining number of required bicycle parking spaces result in requirement of fractional space, any fraction shall require a full bicycle space.
