(A) Compliance with district standards. No land within the city shall be developed except in accordance with the zoning district regulations of this subchapter and all other regulations of this Code.
(B) Consistency with the comprehensive plan. This LDC is intended to be consistent with the goals, objectives, and policies of the city's adopted comprehensive plan.
