§ 154.19 REVIEW OF PRELIMINARY PLAT.
   (A)   A subdivider seeking approval of a subdivision plat shall submit six copies of the preliminary plat to the City Planner. A copy of this preliminary plat shall then be referred to the City Engineer, County Board of Public Instruction, City Recreation Department, and City Building and Zoning Department for review and criticism. The officials involved shall report their comments and recommendations to the City Planner within seven calendar days of their receipt of the plats.
   (B)   The City Engineer shall examine and check the preliminary plat for general engineering and overall drainage requirements.
   (C)   The City Building and Zoning Department shall check the preliminary plats for street numbering and naming.
   (D)   The County Board of Public Instruction shall review the preliminary plat in relation to its needs for school sites and shall, upon request therefor by the City Planner, submit an official written statement to the Planning and Zoning Board clearly showing the following.
      (1)   The capability, or lack thereof, of the existing public school facilities in a proposed development to absorb additional students without overcrowding such facilities.
      (2)   In the event no public school facilities exist in the area of proposed development, the projected delivery date of these facilities in the area.
      (3)   The City Recreation Department shall review the preliminary plat in relation to city park and recreation needs, and in relation to proposed dedications in the plat for park and recreation purposes.
   (F)   The City Planner shall report the recommendations of the several agencies referred to in divisions (A) through (E) of this section to the Planning and Zoning Board, together with an analysis of the conformance or nonconformance of the preliminary plat to these regulations.
