§ 156.11 DEVELOPMENT EXEMPT FROM ADEQUACY DETERMINATION.
   (A)   The proposed development is one single family or duplex dwelling on a lot, or parcel of record, prior to March 1, 1989.
   (B)   The proposed development is a government facility which the City Commission finds is essential to the health or safety of persons residing in or using previously approved or existing development.
