§ 130.04 VOLUNTARY IDENTIFICATION CARD PROGRAM.
   (A)   Purpose. The general object and purpose of this section is the establishment of a system of identification of owners, operators, and employees who offer goods and services to citizens of the city in order to act as a deterrence and to aid in the detection of crime within the city. This section provides for the voluntary participation in a voluntary identification card program by the owners, operators, and employees who offer goods and services to the citizens of the city.
   (B)   Voluntary participation. Each employer and employee of any business, profession, or occupation engaged in business within the city or offering services within the city may voluntarily participate in the identification card program as follows:
      (1)   Each employer and employee may register with the Chief of Police of the city and complete and sign an employer authorization form or employee authorization form, as the case may be, in the form attached as Exhibit "A" to Ordinance 862, requesting that a voluntary identification card be issued;
      (2)   Each employer and employee shall provide legal acceptable identification. Legal acceptable identification shall mean identification such as a driver's license or state identification card or two legal documents verifying the name and date of birth of the applicant; and
      (3)   In the event the review of all documentation reveals that there are no outstanding warrants, the Chief of Police of the city will issue a city voluntary identification card to the employer or employee.
   (C)   Charge. For the purpose of defraying the cost incurred by the city relative to the issuance of a voluntary identification card, the sum of $6 shall be paid for each voluntary identification card or renewal thereof.
   (D)   Administrative rules. The Chief of Police of the city shall promulgate all administrative rules and regulations necessary or expedient for the purpose of carrying into effect this section.
