§ 94.51 ORDER TO REMOVE LITTER, NOTICES, ADVERTISEMENTS, OR THE LIKE; FAILURE TO OBEY.
   (A)   The owner of the business or person in charge of any private property on which litter is found or the person whose name appears on any handbill, commercial, or noncommercial, or whose notice or poster is unlawfully posted, affixed, scattered, or distributed shall for the purpose of this subchapter be presumed to be the person who so posted, distributed, scattered, or otherwise unlawfully disposed of the same or allowed the same to become litter.
   (B)   Upon notification made to the person to remove the litter, either by certified mail or served in person by a Code Enforcement Officer or a police officer, and failure to remove the litter, the person so notified shall be charged with a violation of the provisions of this subchapter.
