§ 94.49 DISTRIBUTING HANDBILLS.
   No person shall throw or distribute any commercial or noncommercial handbill in or on any sidewalk, public place, or private premises, or where there is a conspicuous sign bearing the words: “No Trespassing”, “No Peddlers or Agents”, “No Advertisements,” “No Solicitation,” or any other similar notice except where there is an authorized distribution not previously provided for. However, it shall not be unlawful if the recipient is willing to receive the same. The city administration may provide “No Solicitation” stickers for city residents available to be picked up at City Hall and may further provide for notification of the availability of the stickers in a manner deemed appropriate by the city administration. Additional “No Solicitation” stickers shall be available to the public at City Hall and at the city’s Public Safety Department. The term “No Solicitation” shall be deemed to include as synonymous therewith “No Trespassing”, “No Peddlers or Agents”, and “No Advertisements” and are included in the definitional terminology hereof.
