In the event an owner of property within the city receives the notice to abate a nuisance referred to in this subchapter, the property owner, prior to remedying the conditions specified in the notice, shall notify the City Manager of the date and time that he intends to take such action, in order that the City Manager or his duly authorized representative may supervise such action by the property owner for the purpose of preventing the spreading of rodents or any other living wild animal and destroying any plants or pests that are detrimental to the health and safety of the residents of the city.
