The allowing of debris, rubbish, trash, tin cans, papers, or stagnant water to accumulate or a dense growth of trees, vines, grass, and useless vegetation to develop on any lot, tract, or parcel of land within the city or the failure to maintain and keep in good repair a residence and all property appurtenant thereto, including the abutting sidewalks, driveways, and alleys, by the owner, occupant, or lessee thereof to such an extent that it constitutes a menace to life, property, public health, or the public welfare, or creates a fire hazard, is prohibited and declared to be a public nuisance.
