No person, firm, corporation or other entity shall place or cause to be placed in any surface or subsurface drainage way, including but not limited to ponds, lakes canals, channels, streams, culverts, drain pipes, manholes, catch basins, headwalls, pumps, weirs, flood gates and other drainage bodies, lines and structures, any material of any form, type or nature, the placement of which would alter, impede, block or otherwise detrimentally effect the rate of flow of water through the drainage way, except if the material has been permitted and authorized by the city.
