(A) Nothing provided in this chapter shall prevent a lawful owner of the property from reclaiming it on proof of ownership and the reimbursement to the city of any costs it may have incurred relative to its having the custody of the property, unless the property is confiscated property.
(B) In each case where the city reissues a check for an amount exceeding $25 for “property presumed abandoned”, as defined in F.S. Chapter 717, as may be amended from time to time, the payee shall pay the city an administrative fee of $25. The city shall deduct the $25 administrative fee from the total amount reissued to the payee. The administrative fee shall be increased annually each October 1 (commencing October 1, 1996) based on the change in the Consumer Price Index for “All Items” for all urban consumers in the United States as published by the Bureau of Labor Statistics for the previous 12 month period ending April 1st.
