§ 33.63 ALL FEES TO FINANCE DIRECTOR.
   No officer or employee of the city shall retain any fee or cost for any service he performs, nor shall he receive any compensation other than the salary fixed by ordinance except as hereinafter prescribed, and all fines shall be part of the revenue of the city, and shall be paid to the Finance Director by the officer receiving the same.
