A service fee in the amount as provided for in F.S. § 166.251 (and as it is amended from time to time) shall be imposed upon all checks, drafts or orders for the payment of money tendered to the city for the payment of anything whatsoever to the city when said instrument is dishonored for any reason. This fee shall be in addition to any and all other penalties imposed by law or this code.
