For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PUBLIC RECORDS. The books, records, docu- ments, letters, memoranda, written proceedings, minutes, instruments, ordinances, resolutions, or copies or reproductions, prepared by, enacted, or received by any city official group, body, committee, or board of the City Commission of the city pertaining to city business, with the exception, however, of confidential employment records provided for in this code.
