§ 30.16 DISCUSSION AND VOTING PROCEDURE.
   (A)   Each member of the City Commission shall be entitled to speak only twice on any one motion. This shall apply to the maker and seconder of the motion as well as all others. Members of the public who speak on a specific motion and not pursuant to § 30.15(D) shall be limited to two minutes each.
   (B)   No member of the Commission may speak in support of a motion until such time as a member of the Commission has spoken in opposition to the motion. After opposition has been presented, the rules of discussion as outlined herein shall apply.
   (C)   All motions must be submitted in writing in the language to be used by the member of the Commission making the motion subject to formal amendment by the Commission, which shall subsequently be included in the minutes of the meeting as part of the original motion as adopted. The maker of the motion shall have the opportunity to speak last on the motion immediately prior to the calling of the vote. At the time the vote is called, the City Clerk shall poll the maker and seconder first. Then the City Clerk shall poll the Commission in alphabetical order. Each succeeding vote shall begin with the next member of the Commission in alphabetical order so that the same member of the Commission will vote first after the maker and seconder only once and not consecutively.
   (D)   The Chairman of the meeting, whether the Mayor, Vice-Mayor, or any other member of the Commission shall always vote last.
   (E)   The maker of the motion may make a statement explaining the purpose of his motion at the time that the motion is made and seconded and accepted by the Chairman.
