Nothing contained in this subchapter shall be deemed to require any action to any building or parcel which, at the time this subchapter was adopted, was in compliance with all applicable ordinances of the village, including the village zoning code. Any future alterations or changes to buildings or parcels of land in the District shall be subject to strict compliance with the provisions of this subchapter as well as all other ordinances, including the then applicable village zoning code, subject, however, to the application of § 151.016.
