§ 71.31 RIDING OR PARKING ON SIDEWALK AREAS.
   (A) No person shall ride a bicycle or operate a skateboard or ride upon in-line skates on any sidewalk area within the Downtown Central Business District; however, bicycles may be parked on sidewalks or racks where provided and shall not interfere with the right-of-way of any pedestrian.
   (B)   No person shall operate a skateboard or ride upon inline skates on any city-owned and operated parking lot within a business district.
   (C)   No person shall ride a motorized bicycle on sidewalks at any time, nor shall a motorized bicycle be parked on a sidewalk. Persons shall ride motorized bicycles only on the streets and highways.
   (D)   Whenever any person is riding a bicycle on a sidewalk outside a Business District, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.
