Any vehicle remaining parked upon any sidewalk of the town for more than three days, or any disabled vehicle remaining parked upon any street of the town for more than seven days, is declared to be an abandoned vehicle and the police shall forthwith remove the same from the sidewalks or streets of the town at the expense of the owner of the vehicle.
