§ 150.03 DEVELOPMENT PERMIT.
   (A)   Permit requirements. No person, firm, corporation or governmental body not exempted by state law shall commence any development activity without first obtaining a development permit from the City Building Administrator.
   (B)   Permit application. To obtain a permit the applicant must first file a permit application on a form furnished for that purpose. The form must be completed and submitted to the City Building Administrator.
   (C)   Review of permit application. The City Building Administrator shall review all permit applications to determine whether proposed building sites will be reasonably safe from flooding. If a proposed building site is in a flood prone area, all new construction and substantial improvements (including the placement of prefabricated buildings and mobile homes) shall:
      (1)   Be designed (or modified) and adequately anchored to prevent flotation, collapse or lateral movement of the structure;
      (2)   Be constructed with materials resistant to flood damage;
      (3)   Be constructed by methods and practices that minimize flood damage;
      (4)   Be constructed with electrical, heating, ventilation, plumbing and air conditioning equipment and other service facilities that are designed and/or located so as to prevent water from entering or accumulating within the components during flooding.
