It shall be unlawful for a transient merchant, itinerant merchant, itinerant vendor, or solicitor, to engage in such business within the City of Paxton without first registering with the Police Department. Provided, however, this chapter shall not be construed as applying to any person(s) who hold a “garage sale” as defined herein.
