No person shall haul, transport or convey any grain, coal, cobs or any other materials or merchandise of any kind or character in, upon or over any of the streets within the city in any wagon, truck or trailer, unless such materials or merchandise are so enclosed, covered, tied or guarded in such a manner as will prevent such materials or merchandise or any part thereof from dropping or falling to or on the streets and from being blown or brushed from the wagon, truck or trailer to or on the streets.
