The accumulation of animal feces on any private property is hereby declared to be a public nuisance. Every person who is the owner or occupant of private property or the agent in charge of such property is hereby charged with the duty of keeping the private property free of any accumulation of animal feces. Each owner, occupant or agent having charge of such property who is notified in accordance with the provisions set forth herein by the duly authorized agent of the city to remove such animal feces shall be, and hereby is, charged with the duty of removing such animal feces and the sanitary disposal of the same within 24 hours of the notice to do so.
