§ 96.21 LICENSE REQUIRED.
   It shall be unlawful for any person, other than a traveling circus, to own or harbor any dangerous animal in the city without having first obtained a license or appropriate permit therefore by application to the City Clerk. Only persons who comply with the provisions of this subchapter shall be entitled to receive an retain such license.
