(A) No person who owns, keeps or harbors any animal shall permit the animal to run at large within the city.
(B) Dogs and/or cats which are on any public place or private property, other than the property of the owner, keeper or harborer of the dog and/or cat, without being held securely on a leash or by other means, shall be deemed to be running at large; provided, however, this shall not apply when the dog is under the immediate and direct command or control of a responsible individual.
