§ 94.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ABANDONED VEHICLE. All motor vehicles or other vehicles in a state of disrepair rendering the vehicle incapable of being driven in its condition; or any motor vehicle or other vehicle that has not been moved or used for seven consecutive days or more and is apparently deserted.
   ANTIQUE VEHICLE. Any motor vehicle or other vehicle 25 years of age or older.
   HIGHWAY. Any street, alley or public way within the city.
   INOPERABLE MOTOR VEHICLE. Any motor vehicle from which, for a period of at least seven days, the engine, wheels or other parts have been removed, or on which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own motor power. Vehicles without valid registration and not properly displaying current vehicle plates affixed in a manner prescribed in the Illinois Motor Vehicle Code for a period of at least seven days shall be deemed inoperable. However, INOPERABLE MOTOR VEHICLE shall not include any of the following:
      (1)   A motor vehicle which has been rendered temporarily incapable of being driven under its own motor power in order to perform ordinary service or repair operations;
      (2)   Any motor vehicles that are kept within a building when not in use;
      (3)   Any operable antique vehicle; and
      (4)   Any motor vehicle on premises of a place of business engaged in wrecking or junking of motor vehicles.
