SCHEDULE III. TWO-HOUR PARKING ZONE.
   (A)   Two-hour parking zone. There is established a two-hour limited time parking zone on the following streets in the city between the hours of 9:00 a.m. and 4:00 p.m., Mondays through Saturdays, except on the following holidays: New Year’s Day, Memorial Day, July 4, Thanksgiving and Christmas; the streets being described as follows:
      (1)   Market Street, from Orleans Street to Holmes Street, excepting the 55 feet of the east side thereof in front of the post office and further excepting the north 143.5 feet on the east side of Market Street and further excepting the north 143.5 feet on the west side of Market Street;
      (2)   The north side of Center Street, from Market Street, westerly one-half block to alley and the first seven parking spaces westerly from Market Street on the south side of Center Street;
      (3)   Both sides of Pells Street, from Market Street, easterly to the right-of-way of the Illinois Central and Gulf Railroad Company and from Market Street westerly to Taft Street;
      (4)   Both sides of State Street, from Market Street easterly to the right-of-way of the Illinois Central and Gulf Railroad Company and from Market Street westerly one-half block to alley; and
      (5)   The east side of Taft Street from Pells Street northerly one-half block to alley.
   (B)   Parking in two-hour parking zone. When any vehicle shall be parked within the two-hour parking zone, the same shall be parked either parallel to or diagonally from the curb or street marking lines and shall be parked only between the curb or street parking lines.
   (C)   Post office. It shall be unlawful for the operator of any vehicle to park the same at any time on the east side of Market Street and in front of the United States Post Office Building for a period longer than ten minutes.
   (D)   Over-parking penalties. See § 70.99.
   (E)   Daylight saving time. The hours mentioned in division (A) of this section shall be determined according to Daylight Saving Time, when Daylight Saving Time is in force within the city, otherwise according to Central Standard Time.
   (F)   There is hereby established a two hour limited time parking zone on the north side of East Center Street between the hours of 8:30 a.m. and 3:30 p.m., Monday through Friday, immediately adjacent to the east 40 feet of Lot 10 and the west 20 feet of Lot 11 (measured along the southerly side thereof) in Block 12 in the Original Town of Prospect City, now City of Paxton, east of the Illinois Central Railroad, situated in the City of Paxton.
