SCHEDULE III. LOAD STREETS AND LOADING ZONES.
   (A)   Load streets. It shall be unlawful to operate any vehicle on Market Street between Patton Street and Holmes Street, and on Pells Street between Taft Street and Railroad Avenue, Franklin Street between Cherry and John Streets, Cherry Street from Route 9 to Orleans Street, Market Street between Patten and Holmes Street, Pells Street between Railroad Avenue and Market Street, and John Street between Ottawa Road and Franklin Street, and on Taft Street between Ottawa Road and Holmes Street in the city when the gross weight on the surface of the road through any axle of such vehicle exceeds 12,000 pounds, except for the purpose of making delivery or picking up a load, in which case such vehicle may be driven on the street for not more than the minimum distance necessary for the purpose. For purposes of this section school buses will be exempt.
   (B)   Loading zones.
      (1)   Definitions. For the purpose of this division (B), the following definitions shall apply unless the context clearly indicates or requires a different meaning.
         DRIVER.  Every person who drives or is in actual physical control of a vehicle.
         LOADING ZONE. The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
         SCHOOL BUS LOADING ZONE. That part of the street adjacent to private property reserved for the exclusive use of school buses for the loading or unloading of passengers.
         VEHICLE. Every device in, upon or by which any person or property is or may be transported or drawn upon a highway except devices moving by human power or used exclusively upon stationary rails or tracks.
      (2)   Loading zone on Market Street. It shall be unlawful for the driver of a vehicle to stand a passenger vehicle for a period of time longer than is necessary for the loading or unloading of passengers, not to exceed five minutes, and for the driver to stand any freight carrying vehicles for a period of time longer than is necessary to load, unload and deliver materials, not to exceed five minutes, in any place designated as a loading zone and marked as such.
      (3)   Loading zone on alley between Market Street and Taft Street.
         (a)   It shall be unlawful for the driver of a vehicle to stand any freight carrying vehicles for a period of time longer than is necessary to load, unload and deliver materials, not to exceed 20 minutes, in place hereinafter designated as a loading zone and marked as such.
         (b)   The east side of the alley which extends in a northerly and southerly direction between Market Street and Taft Street, from West Orleans Street to West Holmes Street.
      (4)   Loading zone on West Center Street.
         (a)   It shall be unlawful for the driver of a vehicle to stand any freight carrying vehicles for a period of time longer than is necessary to load, unload and deliver materials, not to exceed 60 minutes, in place hereinafter designated as a loading zone and marked as such, during the hours of 6:00 a.m. until 6:00 p.m.
         (b)   The west three parking spaces on West Center Street which are adjacent to Lot 1 in Block “B” in the Original Town of Prospect City, now City of Paxton, west of the Illinois Central Railroad, situated in the City of Paxton, is designated as the loading zone.
      (5)   Miscellaneous loading zones.
         (a)   It shall be unlawful for the driver of a vehicle to stand any freight carrying vehicles for a period of time longer than is necessary to load, unload and deliver materials, not to exceed 30 minutes, in place hereinafter designated as a loading zone and marked as such.
         (b)   The west half of the alley which extends in a northerly and southerly direction between Market Street and Railroad Avenue, from State Street to Pells Street; the east half of the alley which extends in a northerly and southerly direction between Market Street and Taft Street, from Pine Street to Orleans Street; the north half of the alleys which extend in an easterly and westerly direction in Blocks “B,” 12, 14 and 30 in the Original Town of Prospect City, now City of Paxton, west of the Illinois Central Railroad; are designated as loading zones.
         (c)   It shall be unlawful for a driver of a vehicle to stand any vehicle for a period of time longer than is necessary for the loading or unloading of passengers, not to exceed three minutes, between the hour of 7:30 a.m. and 8:30 a.m. Monday through Friday of each and every week on the north side of East Center Street immediately adjacent to the following described real estate: the east 40 feet of Lot 10, all of Lot 11 and the west 16 feet of Lot 12 (measured along the southerly line thereof) in Block 12 in the Original Town of Prospect City, now City of Paxton, east of the Illinois Central Railroad, situated in the City of Paxton.
      (6)   School bus stand. It shall be unlawful for the driver of a vehicle, other than a school bus, to stand or park any vehicle in any area designated by this subsection as a school bus loading zone and marked as such. No vehicle other than a school bus shall be parked in a place designated as a school bus loading zone.
   (C)   Marking places. The Chief of Police shall have markings painted or placed upon the curb of the street to designate the above area as a loading zone, subject to the terms of this schedule.
   (D)   City staff shall ensure that the necessary signs are posted to prohibit the thru traffic of commercial trucks at the locations set forth in this section.
