Effective September 1, 2019, and on the first day of September of each calendar year thereafter, the base user charge (but not the flat rate debt service charge) as established and referenced anywhere in §§ 51.66 or 51.70 shall be increased to reflect a total increase of 3% in the amount of the base user charge over and above the amount of the base user charge in effect on the first day of August of that calendar year.
