§ 51.66 RATES FOR SERVICE.
   (A)   The following rates are hereby established for charges for the use and service of the combined waterworks and sewerage system of the city, applicable to each premise located within the corporate limits of said city which receives water from said system, either directly or indirectly, or which discharges sewage or other domestic or industrial waste or septic tank effluent, either directly or indirectly, into any public sewer, drain, tile, ditch, or stream located in said city, which charges shall be computed by the application of such rates to the quantity of water used or consumed on such premise during each constructive two month period, as evidenced by water meter readings or as determined as hereinafter provided. For the purposes of determining charges for the use of and service supplied by the waterworks and sewerage system of the city, users of the system shall be divided into the following user classes:
      (1)   User Class I - Residential Users;
      (2)   User Class II - Commercial Users;
      (3)   User Class III - Governmental Users;
      (4)   User Class IV - Institutional Users; and
      (5)   User Class V - Industrial Users.
   (B)   The current base user charge subject to future adjustment for all classes shall be $7.80 per 1,000 gallons of water used; provided, however, there shall be a flat rate debt service charge of $34.75 for each premise for each two-month period. This flat rate debt service charge shall be in addition to the base user charge and shall be the amount to be paid each billing period for payment of interest, principal and coverage of bonds outstanding (issued in 2017).
   (C)   Where water service to a premise has been temporarily turned off by closing the curb stop valve servicing the premises in a manner that prevents water from flowing through the valve, the flat rate debt service charge shall continue and shall be charged and billed to the premises for a period of five consecutive years from the date the water service was closed. After the period of five consecutive years expires the flat rate debt service charge shall be discontinued and shall not be charged nor billed to the premises until water service is restored to the premises.
   (D)   Where water service to a premises had been permanently turned off by either (i) closing the corporation valve at the water main in a manner that prevents water from flowing through the valve, or (ii) by the complete removal of all buildings receiving water service at the premises and termination of all water service to the premises, the flat rate debt service charge shall be discontinued and shall not be charged and billed to the premises until water service is restored to the premises.
