3-2-3: GARBAGE AND RUBBISH STORAGE REGULATIONS:
   A.   Garbage And Rubbish; Placement For Pick Up: Garbage and rubbish shall be placed in containers; provided, however, that rubbish incapable of being placed in a container shall be reduced to a suitable size to be bundled and shall be bundled in bundles not to exceed four feet (4') in length and seventy five (75) pounds in weight. Containers, when full, shall not weigh more than seventy five (75) pounds. Rubbish incapable of being placed in containers or bundled, as hereinbefore provided, shall be disposed of within forty eight (48) hours by the person accumulating the same by agreement for special truck service with the city or a private contractor. Garbage and rubbish shall be placed outside of buildings in places easily accessible for collection in dumpster containers provided by the city. (1975 Code § 4-203; amd. 1989 Code)
   B.   Container Specifications: The containers mentioned in subsection A of this section in which garbage shall be placed shall be of strong and rodentproof construction of capacity not to exceed thirty (30) gallons and shall have tightfitting covers which shall be in place at all times, and shall have two (2) handles; provided, however, that containers of ten (10) gallons' or less capacity may have bails. The containers mentioned in subsection A of this section, in which rubbish shall be placed, shall be of a capacity and bulk which can be readily picked up, lifted and emptied on trucks and otherwise handled by the collectors for the city. Containers shall be provided by the person or persons to be served thereby on or before the effective date hereof; in the event of a failure so to provide, the city shall provide the same and the cost thereof to the city shall be added to the fees for the service hereinafter provided, and shall be collected in the same manner as said fees.
