It is hereby declared to be the policy of the city that the occupant or occupants of the residences in the city shall make the determination of whether solicitors and/or peddlers shall be, or shall not be, invited to their respective residences. If no determination is made, as is provided in section 2-4-7 of this chapter, then, in that event, the solicitation and/or peddling is permitted. (1989 Code)
