7-1-1: BUILDING CODES ADOPTED:
The following codes and provisions are hereby adopted:
   A.   The International Building Code (IBC), 2012 edition, and appendices C, E, G, H, I, and J, published by the International Code Council, as herein amended.
Amending sections as follows:
Amend IBC section 101.1 inserting "City of Paul" in place of [name of jurisdiction].
Delete IBC sections 104.4.3 and 2901.1 for referenced standard for plumbing installation provisions, and any reference to codes and standards dealing with plumbing installations which shall be governed by the codes and standards as established by Idaho Code § 54-2601.
Amend IBC section 1612.3 inserting "City of Paul" in place of [name of jurisdiction] and "September 6, 1977" in place of [date of issuance].
Amend IBC section 3412.2 inserting "January 1, 1968" in place of [date to be inserted by the jurisdiction].
   B.   The International Residential Code (IRC), 2009 edition, and appendices G, H and J, excepting parts VII and VIII, published by the International Code Council, as herein amended. (Ord. 2014-1, 1-8-2014)
Amending sections as follows:
Amend IRC section R101.1 inserting city of Paul in place of [name of jurisdiction].
Delete IRC section R109.1.3 and replace with the following: R109.1.2 Floodplain Inspections. For construction in areas prone to flooding as established by table R301.2(1), upon placement of the lowest floor, including basement, the building official is authorized to require submission of documentation of the elevation of the lowest floor, including basement, required in section R322.

Amend IRC table R302.1 Exterior Walls. Delete the figures contained in the last column of the table under the heading minimum fire separation distance, and replace with the following:

Amend IRC section R302.2 by deleting the exception contained under IRC section R302.2 -- Townhouses, and replace with the following: Exception: A common one-hour or two-hour fire resistance rated wall assembly tested in accordance with ASTM E 119 or UL 263 is permitted for townhouses if such walls do not contain plumbing or mechanical equipment, ducts or vents in the cavity of the common wall. The wall shall be rated for fire exposure from both sides and shall extend to and be tight against the exterior walls and the underside of the roof sheathing. Penetrations of electrical outlet boxes shall be in accordance with section R302.4.
Amend IRC section R313.1 by deleting the exception contained under IRC section R313.1 -- Townhouse automatic fire sprinkler systems, and replace with the following: Exception: Automatic residential fire sprinkler systems shall not be required in townhouses where a two-hour fire-resistance rated wall is installed between dwelling units or when additions or alterations are made to existing townhouses that do not have an automatic residential fire sprinkler system installed.
Delete IRC section R313.2 for requirement of automatic residential fire sprinkler systems if one- and two-family dwellings.

Amend IRC section R315.2; Where work requiring a permit occurs in existing dwellings that have attached garages or in existing dwellings within which fuel-fired appliances exist, carbon monoxide alarms shall be provided in accordance with Section R315.1.
Exceptions:
      3.   Work involving the exterior surfaces of dwellings, such as, but not limited to, replacement of roofing or siding, or the addition or replacement of windows or doors, or the addition of a porch or deck, or electrical permits, are exempt from the requirements of this section.
      4.   Installation, alteration or repairs of noncombustion plumbing or mechanical systems are exempt from the requirements of this section.

Delete IRC section R322.1.10 for requirement of as-built elevation documentation prepared by a registered design professional.
Amend IRC section R322.2.2 by deleting IRC section R322.2.2 paragraph 2.2, and replace with the following: The total net area of all openings shall be at least one (1) square inch (645 mm2) for each square foot (0.093 m2) of enclosed area, or the opening shall be designed and the construction documents shall include a statement that the design and installation of the openings will provide for equalization of hydrostatic flood forces on exterior walls by allowing the automatic entry and exit of floodwaters.

Amend IRC section N1102.4.3 New wood burning fire places shall have gasketed tight fitting doors and outdoor combustion air. For the purpose of enforcement and administration of this code the Minidoka County Department of Community Development is designated as the department of building safety for the City of Paul, with the director thereof being designated as the building official.

C. The International Mechanical Code (IMC), 2009, published by the International Code Council, as herein amended.
Amending sections as follows:
Amend IMC section 101.1 inserting city of Paul in place of [name of jurisdiction].
Amend IMC section 103.2 to read as follows: The code official shall be appointed by the chief appointing authority of the jurisdiction.
Amend IMC section 106.5.2 to read as follows: The fees for mechanical work shall be established by resolution of the city of Paul.
Amend IMC section 106.5.3 inserting 75 (seventy-five) percent in place of [specify percentage] in both subsections 2 and 3.
Amend IMC section 108.4 to read as follows: Any person who violates a provision of this code or fails to comply with any of the requirements thereof or who erects, installs, alters or repairs mechanical work in violation of the approved construction documents or directive of the code official or of a permit or certificate issued under the provisions of this code, shall be subject to penalties as prescribed by law. Each day that the violation continues after due notice has been served shall be deemed a separate offense.
Amend last sentence of IMC section 108.5 to read as follows: Any person who shall continue any work on the system after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to penalties as prescribed by law.
D. The International Fuel Gas Code (IFGC), 2009 edition, published by the International Code Council, as herein amended.

Amend IFGC section 101.1 inserting city of Paul in place of [name of jurisdiction].
Amend IFGC section 103.2 to read as follows: The code official shall be appointed by the chief appointing authority of the jurisdiction.

F. The International Fire Code (IFC), 2009 edition, published by the International Code Council, and appendices B, C, D, E, and F, as amended herein.
Amending sections as follows:
Amend IFC section 101.1 inserting city of Paul in place of [name of jurisdiction].
Amend IFC section 103.2 to read as follows: The code official shall be appointed by the chief appointing authority of the jurisdiction.
Further amend IFC as amended and adopted by the Idaho state fire marshal of the Idaho department of insurance as set forth IDAPA 18 title 01 chapter 50 subsections 010 - 052.
For the purpose of enforcement and administration of this Code West End Fire Protection District will hereby be designated as the Department of Fire Prevention for the City of Paul, with the Fire Chief being designated as the code official.
G. The International Existing Building Code (IEBC), 2009 edition, published by the International Code Council, as herein amended.
Amending sections as follows:
Amend IEBC section 101.1 inserting city of Paul in place of [name of jurisdiction].
Amend IEBC section 1301.2 insert January 1, 1968 in place of [date to be inserted by the jurisdiction].

H. For the purpose of enforcement and administration of the codes described in subsections A through E and G of this section, the Minidoka County Department of Community Development is designated as the Department of Building Safety for the City of Paul, with the Director being designated as the building official. I. The codes described in subsections A through G of this section are adopted by reference pursuant to section 50-901 of the Idaho Code. The City Clerk is directed to maintain at the City offices at least one (1) copy of each Code as required by law.
J. Any violation of the foregoing subsections shall constitute a misdemeanor, and any person, upon conviction of such violation, shall be punished accordingly.
K. Upon passage and approval, this section shall be in force and effect from and after January 1, 2011. (Ord. 2010-4, 12-8-2010)
