6-6-4: PERMITS:
Permits for special events in parks and recreational areas shall be obtained by application to the City Council or its designee in accordance with the following procedure:
   A.   A person seeking issuance of a permit shall file an application stating:
      1.   The name and address of the applicant.
      2.   The name and address of the person, persons, corporations or associations sponsoring the activity.
      3.   The day and hours for which the permit is desired.
      4.   The park or portion thereof for which the permit is desired.
      5.   The specific designated uses that are requested requiring a permit.
      6.   They agree to pay, in advance, the fee established by resolution of the Council.
      7.   Any other information reasonably necessary for a determination as to whether a permit should be issued hereunder.
   B.   Standards for issuance of a permit should include the following findings:
      1.   The proposed activity or use of the park or recreational area will not unreasonably interfere with or detract from the general enjoyment of the park by the public.
      2.   The proposed activity and use will not unreasonably interfere with or detract from the promotion of public health, welfare, safety and recreation and the other uses of the park.
      3.   The proposed activity or uses that are reasonably anticipated will not include violence, crime, or disorderly conduct.
      4.   The proposed activity will not entail extraordinary or burdensome expense or police operation by the City.
      5.   The proposed activity that is specifically permitted.
      6.   The facilities desired have not been reserved for their use on the date and hour requested in the application.
      7.   Whenever a requested use of the park includes large numbers of participants or excessive use of areas within the park as determined by the Public Works Director or Clerk, the request for permit shall be submitted to the City Council for approval on a case by case basis. The City Council may establish such other standards for issuance of a permit as the City Council deems reasonable considering the requests contained in the permit and the use of the park and its facilities.
   C.   An applicant for permit may be required to submit evidence of liability insurance covering injuries to the general public arising out of the permitted activities in such amounts as may be from time to time determined prior to the commencement of an activity or the issuance of any permit.
