"Operating time" is defined as that time when parking within the parking zones and loading zones is regulated and is the time between nine o'clock (9:00) A.M. and five o'clock (5:00) P.M. of every day except the following:
Sundays
January 1 (New Year's Day)
Third Monday in February (Washington's Birthday)
Last Monday in May (Decoration Day)
July 4 (Independence Day)
First Monday in September (Labor Day)
Second Monday in October (Columbus Day)
November 11 (Veterans Day)
Fourth Thursday in November (Thanksgiving Day)
December 25 (Christmas)
and every day appointed by the president of the United States or by the governor of the state of Idaho for a public fast, thanksgiving or holiday. (Ord. 331, 9-5-1984)
