§ 96.02 PROHIBITIONS.
   (A)   The following are prohibited by any person in the parks as heretofore defined:
      (1)   Placing, throwing, scattering or distributing refuse, garbage, junk, debris, paper or other rubbish;
      (2)   Distributing any and all commercial circulars, cards and handbills, whether written or printed;
      (3)   Mutilating, defacing, destroying, removing, breaking or tearing any structure, wall, fence, railing, vehicle, plant, shrub, tree, sign or other property;
      (4)   Injuring, destroying, harassing, chasing or harming wild or domestic animals, fowl or fish, with the exception of legal hunting or fishing which may be permitted under park rules;
      (5)   Interfering, harassing or annoying other users of the park and recreational facilities by unlawful words or deeds which create the probability of a breach of peace;
      (6)   Starting and/or using ground fires except at fireplaces so provided;
      (7)   Smoking in prohibited areas as designated by the Recreation Board.
      (8)   Indulging in any indecent or disorderly conduct, or in any lewd or lascivious behavior in any park; and
      (9)   Hanging or allowing to swing any hammock or swing upon trees, posts, fences or other park property not specifically constructed for swing purposes.
   (B)   The following are prohibited in the parks:
      (1)   Driving of vehicles over grass and/or areas not designated as vehicle areas or roadways;
      (2)   Operation of commercial vehicles whose presence and nature in the park is intended by the owner or operator to be for business purposes;
      (3)   Permitting personal property to remain in or upon park property such as to create an obstruction or nuisance to the free use and enjoyment of the park;
      (4)   Permitting or allowing a dog to be loose and/or without a leash; and
      (5)   Participating in any game of chance which is in violation of the laws of the state.
   (C)   The following are prohibited by any person in the parks except by written permit authorized by the Recreation Director or the Village Administrator:
      (1)   Placing and/or posting signs, bills and bulletins;
      (2)   Permitting entry into by animals over which person has custody, other than a dog or cat;
      (3)   Displaying, firing, exploding or shooting pyrotechnical displays, firearms or fireworks;
      (4)   Shooting an arrow into a park or using a bow and arrow in a park except in areas designated by the Recreation Director for the use of bows and arrows or other firearms, weapons, and tools;
      (5)   Carrying on or about one’s person firearms of any description, bows and arrows, air or gas guns, missiles, sling shots or other missile throwing devices without authorization from the Recreation Director; and
      (6)   Camping of any sort.
   (D)   All parks shall be closed from 11:00 p.m. to dawn except for individuals holding a permit in designated areas from the Recreation Director or Village Administrator. Persons claiming to hold permits for use shall produce same upon the request of the police, park employees, Councilperson, city officials, or Recreation Board members; and permits are limited to the uses specified herein.
