The Council hereby establishes the following regulations for vehicles traveling through the village:
(A) Vehicles traveling through the village shall not contain improperly secured loads such that the contents of these vehicles leaks, falls from, blows off of or otherwise leaves the vehicle at any point.
(B) Any and all hatches shall be fully and completely closed on the tanks of tanker trucks.
(C) All trailers must be clean and not expose wet or dry manure, waste or other noxious materials that can in any way leave the vehicle or trailer and settle on any streets, highways, vehicles, sidewalks, persons or any other property located within the village.
(D) The vehicle and trailer must emit no odor.
