(A) There shall be created the municipal office of custodian of the village dump, which officer shall have charge of said dumping grounds with full authority to direct the dumping of any refuse of any kind therein, provided said authority be consistent with the laws of the state and the laws of the municipality.
(B) Said dump shall be open Monday, Wednesday, Friday and Saturday during the hours from 9:30 a.m. to 5:30 p.m., or as otherwise posted at the entrance.
(C) The following charges shall be made for dumping refuse at the village dump: $0.10 per small container; $0.25 per three small containers; $0.50 per trailer, one board high; $0.75 per trailer, two boards high; and $1 per wagon or truck; provided, however, that individual contract may be obtained from the Mayor.
(D) It shall be unlawful for any person or persons to enter the said village dump after hours, or to dump refuse in the village dump after hours, and it shall also be unlawful for any person or persons to dump any refuse in the dumping grounds contrary to the direction of the custodian of the dump.
