(a) Monies appropriated in the city budget as may be provided by Council shall be kept and accounted for in the General Fund of the city in a like manner and form as for all other departments. No funds shall be drawn therefrom except pursuant to a purchase order authorized by the City Council or its designate and then only in keeping with the monthly, bimonthly, or quarterly allotments so provided; and otherwise all funds so appropriated for the use of the Board of Park Commissioners shall be in like manner and form and under the supervision of the City Council as all other departments of the city.
(b) The City Council shall provide the necessary funding for all operational and maintenance costs, for the city’s park systems.
