(a) After appointment, the members of the Board shall qualify by taking and filing with the Recorder the oath prescribed by law for public officials, and the members of the Board shall not be permitted to serve upon said Board until they have so qualified. If any member of said Board shall fail to so qualify on or before the date on which he or she should assume the duties of their office, City Council may declare that position vacant and appoint a successor as herein above provided.
(b) The Board shall meet monthly. Special meetings can be called by the Board President at any time. The members of the Board shall organize by electing one of their number President and another Secretary. The Secretary shall keep a minute book in which he or she shall record the procedures and transactions of the Board. The City Treasurer shall keep an account of all the fiscal affairs of the Board and park systems.
